Integrated Pollution & Waste Management

The Integrated Pollution and Waste Management Directorate is mandated to:
- Promote safe and healthy environment by managing environmental and land use development assessment programs
- Ensure sound management of air quality and waste in the province
- Provide support to municipalities and other stakeholders
- Monitor and evaluate pollution and waste management systems and facilities
- Promote the recycling of waste
- Develop and implement pollution and waste management facilities and systems
- Develop and maintain pollution and waste information system
- Issue pollution and waste management licenses
The Directorate has three functional units:
- General Waste Management
- Hazardous and Chemical Waste Management
- Air Quality Management

ROLES AND RESPONSIBILITIES OF THE FUNCTIONAL UNITS
Role of General Waste Management:
- To promote and facilitate the effective delivery of waste services in all municipalities within the province
- To promote principles of waste management hierarchy through reduction, re-use, recycling and recovery of waste, as well as treatment and safe disposal of waste as a last resort
- To ensure the implementation of the Provincial and National waste management policies and strategies
- To liaise with National and Local authorities on pollution prevention
- To contribute to the development of Local, Provincial and National policies, strategies and standards
- To process Waste License applications and issue licenses
Role of Hazardous and Chemical Waste Management:
- To ensure the implementation of the action plans of the National Waste Management Strategy and the Provincial Hazardous and Chemical Waste Management plan
- To identify appropriate waste management technology through research and development for medical and industrial waste in the Province
- To participate in site-selection, appraisal and closure process of landfill sites
- To formulate strategies for the promotion of clean technology in industries and business
- To promote and ensure remediation of contaminated land through implementation of appropriate norms and standards
- To review and comment on technical reports including Environmental Impact Assessment Reports, Industry Waste Management Plans
Role of Air Quality Management:
- To protect and enhance the air quality in the Province, having regard the need to ensure sustainable development
- To develop and implement air quality management strategies
- To reduce risks to human health and prevent the degradation of air quality by promoting the use of mechanisms that support:
- pollution prevention and cleaner production
- the reduction to harmless levels of the discharge of substances likely to impair air quality
- To ensure that ambient air quality is monitored
- To ensure that the public has access to relevant and meaningful information about air pollution
- To review and comment on technical reports including Environmental Impact Assessment Reports, Atmospheric Impact Reports and Air Quality Management Plans
- To process Atmospheric Emission License applications and issue licenses
